Sean Higgins is a communications and media relations strategist with experience on Capitol Hill, statewide and national campaigns, and in the Biden Administration.
At Precision, Sean is an associate vice president and works with a variety of clients to implement strategic communications plans and aggressive, campaign-style advocacy to drive successful, compelling messages in the Beltway and across the country.
Before joining Precision, Sean was press secretary for the U.S. Department of Health and Human Services (HHS) during the Biden Administration. At HHS, Sean helped lead national communications initiatives related to Affordable Care Act enrollment, implementation of the American Rescue Plan, efforts to lower prescription drug prices, and rulemaking to bring more transparency and accountability to the health care system. Sean also staffed HHS Secretary Xavier Becerra at events across the U.S., and helped guide high-profile HHS nominees through their Senate confirmation hearings.
Prior to working at HHS, Sean held several communications and campaign roles, including on the Biden for President campaign as deputy communications director in the 2020 battleground state of Wisconsin, and press secretary roles in Iowa, California, and Illinois during the 2020 Democratic Primary. He also served as the press secretary for Senator Heidi Heitkamp’s (D-ND) highly competitive 2018 re-election campaign, and on Capitol Hill as communications director for Congresswoman Cheri Bustos (IL-17).
Sean is a South Dakota native and lives in Washington, D.C.
