Policy work gets more complex and important every year, especially as Congress continually stalls on major legislation and the federal agenda calcifies in the run up to the 2028 election.
Instead of waiting on DC to unstick, a lot of campaigns are turning to state by state strategies. In fact, sixty-three percent of government affairs professionals now focus primarily on state-level work, up from just 24% the year before, according to recent industry research, and only 6% track three or fewer issues — meaning most teams are managing far more than they used to. At the same time, the media landscape is more fragmented than ever — more than half of Americans say they feel overwhelmed by the volume of news and content they face across newsletters, podcasts, TikTok, local TV, and everything in between, according to separate research. Put together, any given fight is now moving across more states, more platforms, and more political environments than most teams can track by hand, particularly without a large on-the-ground presence in every single state.
We saw this firsthand last year, building customized campaigns across a dozen states for a longtime healthcare client facing well-funded opposition in a legislative fight that threatened their business. Julia Watts is a campaign strategist with over fifteen years of experience at the intersection of policy, politics, and corporate social responsibility. At Precision, Julia co-leads the campaign management and mobilization practice. Clients in tech, health care, entertainment, and the nonprofit sector have leveraged her advice to run and win state legislative fights, ballot initiatives, and community engagement campaigns. With a background in program evaluation, Julia has helped Fortune 500 companies and philanthropic heavyweights design and launch new initiatives and coach existing teams to refine their strategy for greater impact and visibility. Julia works on both the strategy and mobilization sides of grassroots campaigns and has developed award winning acquisition and measurement programs for Galvanize USA and nationally recognized advocacy campaigns for clients like AIDS United. Before joining Precision, Julia led business organizing efforts and directed workplace policy campaigns for the American Sustainable Business Network.
